The Nairobi City County Assembly will convene a special sitting on Friday to approve the names of members who will form an Ad Hoc Committee tasked with reviewing a Cooperation Agreement between the Nairobi City County Government and the National Government.
The move comes after the Assembly failed to reach a quorum during its scheduled sittings on 18th and 19th February 2026.
In a message to members, Speaker Kennedy Ng’ondi said the special sitting is necessary to allow the County Assembly to exercise its constitutional oversight role over the agreement.
“Since we have limited time before the commencement date of the Agreement, the Majority and Minority Whips should present to my office the names of Members to be part of the Committee as soon as practicable, but not later than Friday 20th February 8.00 a.m,” he instructed.
The Speaker outlined that the Ad Hoc Committee will comprise the Speaker as Chairperson, the Majority Leader as Vice Chairperson, the Minority Leader, the Deputy Speaker, six members from the Majority Coalition, and five from the Minority Coalition.
The committee will be responsible for studying the Cooperation Agreement, unpacking its implications, examining the County Assembly’s role in implementation, assessing the impact on the budget for FY 2025/2026 and FY 2026/2027, and conducting public participation as guided by law.
Ng’ondi further instructed that the Clerk of the County Assembly should facilitate the gazettement of the special sitting scheduled for Friday at 9.30 a.m. During this session, members will formally consider and approve the appointment of representatives to the committee.
The Cooperation Agreement, as conveyed by Governor’s message Ref. NCCG/GOV/CA/015/2026 dated 18th February 2026, is aimed at promoting social and economic development in Nairobi. The formation of the Ad Hoc Committee marks a critical step in ensuring that the agreement is properly reviewed and aligned with constitutional requirements and public interest.
“The Committee will study the said Cooperation Agreement and unpack its contents and implications,” the Speaker said, emphasizing the importance of thorough review and oversight.
